Right - you do deserve better. BUT perhaps you are atad too anxious for it to work - to fast ? Maybe you are frightening him of ? IF, as you say, he really IS "inexperienced" in relationships, maybe he still isnt sure what he wants, and you may be pushing too hard on the "relationship" thing. If the sex is good, and you seem to say it is, then go for it, and maybe get satisfied with that, so probably he will.
Like someone said - there's plenty of fish in the sea, BUT if you are really really stuck on this guy, then you BOTH deserve to give it longer. One "tiff on the phone" does not amount to a hill of beans. OK you did the apology thing. Now, get round there, take him to bed or at least show him you love him, and see where that goes.
